Q: When was the 500 block of Oak Street first paved and what has been the cost for maintenance since then? (9/13/2007) A: These records are not available. __________________________________________________ Q: What has the cost of maintenance been for the 500 block of Linden Street since the first paving of the 500 block of Oak Street? (This does not include water maintenance) (9/13/2007) A: These records are not available __________________________________________________ Q: How often are streets paved? (9/13/2007) A: This is a hard question to answer. Each street deteriorates at a different rate depending on factors such as traffic. Typically, Ludlow's streets are paved every 15 to 20 years. __________________________________________________ Q: How will the asphalt from Adela Street and Helen Street be blended to Linden Street (9/13/2007) A: The asphalt on Adela and Helen will be blended by a gradual slope onto Linden. Bricks will be removed to accomplish the slope on each end. __________________________________________________ Q: If the bricks are repaired will the street receive regularly scheduled maintenance which includes snow removal, salting, weed removal, street cleaning, and sinkholes? (9/13/2007) A: Regular maintenance of an asphalt street is totally different than that of a brick street. If we repair Linden we will do our best to provide minimal snow removal, salting, and periodic weed and grass removal. We probably will monitor sinkholes, as you can see this is what we are going to repair now on the street (we have a cost estimated of possibly less than 15% street repair) and the cost is estimated at $100,000. Each time we repair a sinkhole it will probably be a costly event. __________________________________________________ Q: a) In the past, has the city of Ludlow repaired waterlines to the 500 block of Linden Street and if so, was someone qualified to replace the brick? b) Has NKY Water District repaired waterlines to the 500 block of Linden Street and if so, was someone qualified to replace the brick? (9/13/2007) A: I don’t know about the waterline repairs in the past, I do not think they have been replaced in a long time and I don’t know who or what their abilities were when they replaced them. __________________________________________________ Q: Because waterlines are the only utility underground, will NKY Water District or Ludlow be responsible for future repairs to the street due to water maintenance? (9/13/2007) A: The Northern Kentucky Water District will be responsible for these repairs. __________________________________________________ Q: How are the curbs going to be lowered to avoid car doors hitting them? (9/13/2007) A: If we repair the street they will not be lowered. If we asphalt the street they will receive a customary 6”-8” concrete curb. __________________________________________________ Q: a) During curb repair/replacement will the trees need to be removed? b) If trees are damaged, who will be responsible for replacement of adequate trees? c) In the future, will the city of Ludlow restrict certain trees from being planted next to the curb? (9/13/2007) A: If Linden is left as a brick street, any tree causing notable damage will be removed during curb replacement so proper repair can be accomplished. This only makes sense to remove the cause of the damage. If Linden becomes an asphalt street, all trees will be removed to accomplish proper replacement avoid further damage. Currently, the City has no plans to replace the trees if the street goes to asphalt, but we will certainly not restrict homeowners from planting trees. If a homeowner wants to replace a tree planted in the right of way, we have a list of street appropriate trees that minimize sidewalk and street damage. Additionally, we have information on proper tree maintenance to ensure health and longevity of trees.
__________________________________________________ Q: If the street is repaired will there be weight limits for vehicles? (9/13/2007) A: I do not think we have a weight limit for our side streets. This would be a good issue to discuss if we repair the street. I don’t know how we would handle it if someone had deliveries or construction. __________________________________________________ Q: Will there be an ordinance restricting vehicles from driving over the curbs? (9/13/2007) A: There is currently a law regarding reckless driving. Normally, it is not enforced if someone accidentally runs over a curb while parking. If they are parked on the curb or over the curb they are in violation of the ordinance. Again, I think we are all guilty of running up on the curb while trying to park. __________________________________________________ Q: If the street is restored will it be classified as historical and will the houses fall under the same ordinance? (9/13/2007) A: No, they are not in the historic district. The street would have to go through a national historic review to be deemed an historic item and I don’t think it will pass the test. __________________________________________________ Q: If other streets did not get paved but have the proper maintenance using the remaining $22,000 I don’t see that many people would complain as long as they did not have to deal with potholes. How many people even know when their street are slotted to be paved? Most people are only concerned with adequate driving conditions.(9/10/2007) A: The estimate we distributed for $100,000 was to do exactly what you have suggested. We would only fix the worst pot-holes on the street and the curbs that desperately need fixing. In the next couple of years I estimate we will need to conduct additional maintenance of the street costing up to $100,000 again. There have been some estimates to totally fix the entire street. Taking up the bricks, resetting them and fixing all of the curbs correctly would cost upwards of $500,000. Keep in mind the original estimates of repair is for minimal repair, not complete repair.
